This is a common problem and in some designs it’s really important that the background colour is shown. The simple solution is to add the background colour to a 100% table. See here for an example:

Web email clients have a tendency to strip out head and body tags and this is what causes the problem. There is still no harm in setting the background colour in the body tag as well as adding a 100% table.
